Joint sponsors and DCF

I was searching the forum for this particular issue, and got a lot info, but now everything is mixed in my head, and forgive me if I am being repetative.

My husband is a US citizen, and we have recently decided to go for an immigrant visa for me through DCF. The thing is he has not worked anywhere for 2 years (actually, since he came to my country), so we were told about the joint sponsorship option. I am quite sure he did not pay any taxes in the USA in those few years. Our plan was to stay here, but circumstances made us change our mind.

Now, I wonder how the process goes further. Does my husband have to fill the I-864 as well as our joint sponsor, or only joint sponsor does that? In that case, who submits the federal tax returns? I also got confused when people started mentioning different forms of I-864.

Is there anyone who was in a similar situation (unemployed US spouse and wanting to apply through DCF procedure) to describe the process?
