Have the parade and set reasonable limits to what displays are allowed. The organizer in the article says it's been going for years without any problems.

People in carnivals dress up in all kinds of costumes - I have no idea what kind of parade your picture came from, but that should not be out of place in Mardi Gras for example. However, I am not sure what useful purpose you think posting it serves.

No one has suggested that a gay parade should give free licence for people to act in a lewd and openly sexual manner any more than any parade should give persons free licence to do so.
