Bit confused what step to take in setting the schedule for interview

We've been waiting for almost two weeks for the schedule of my interview at USEM, but until now there seems to be no notice at all. Per information I read from the website of USEM, I have to wait for the confirmation letter from the embassy. As I understood, there will be a letter/notice to be sent to me either thru post or email. Another set of information from the other members of this website is contradicting that information from the website of USEM. We have to call the USEM for the interview appointment even there is no confirmation letter yet. So which is which? We're bit confused of the revisions/modifications of the steps in the process. If I have to look into the steps in the timeline provided in this website, there are those steps that involve the packet 3 and packet 4? So what are those? Are they still need to be complied before the interview date or just disregard those. Can anybody help and make these things clear to us? In all honesty, I'm already tired reading the guidelines of the website. I have the thought maybe there are some flaws on it. Those who had experiences of their interview, I believe, can provide us substantial information. I would greatly appreciate for the effort you will spend in explaining thru writing these matters to us.
