g325a's submitted with I-130, still need DS-230 with I-864?

Do I still need to do the DS-230? ... almost identical to the five copies of g325a's we submitted with our I-130.

And if so, is there a lot of this duplication necessary in the process?

Unless you don´t want your visa, of course you have to send them! The first papers were for the USCIS branch and now the next papers are for the NVC. It has to be accompanied by police certificates and some other docs as well, so it´s not exactly the same.

Thanks for the quick reply. So contacting my local USCIS in HK won't help me anymore? Can I drop all this "packet 3" stuff off at the HK consulate? Or do I have to mail it to a US NVC office?

Yes, you need it because on first step you filed with USCIS( United States Citizenship and Immigration services) and the 5 copies of G325a will help you in getting approval from CIS and will help you PR and Citizenship afterwards.

DS-230 is for NVC( National Visa Center) which will provide immigrant visa.

I-864 is for Financial support check for intending immigrant.

Seems you filed direct consulate. If so, and they've indicated to you to send these items, so it's best to send them. I dont know how it works for ppl tht file direct, you might want to email or call them direct as to where you need to send your DS-230 and the documents they've requested. Here in the states, we'd send the to NVC.. but i know that those that requested expedite.. NVC sends all the forms directly to the embassy and they do all the NVC work there at the embassy... so my guess is that it is likely that this will be your case too. But, check with them to be sure!!
