After I sent my package to TSC the first letter I received back was my biometrics appointment letter. But shouldn't I have received a NOA Receipt that extends my green card by 1 year before the biometrics appointment. I just want to know if this is correct and if I need to call USCIS to get the NOA.

AOS Timeline

May 2/05 Mailed AOS Package

June 7/05 Received NOA1 for AOS

July 1/05 RFE received for no I-129F NOA2

July 6/05 Fingerprinting & Biometrics

July 7/05 Mailed I-824 to CSC

July 26/05 I-824 returned to us/error on application

July 28/05 I-824 mailed to CSC

Aug 11/05 NOA1 for I-824

Oct 11/05 Received I-797C for I-129F (FINALLY!)

Oct 13/05 Mailed I-797C (RFE) back to Lee's Summit

Dec 12/05 Received Interview Letter for March 29, 2006

Mar 14/06 Received letter about interview cancellation

Mar 22/06 Received Interview Letter for May 25, 2006

May 25/06 Interview in Louisville

May 25/06 Received 3 emails that welcome letter is on its way

May 27/06 Case touched

May 30/06 Received welcome letter & letter about GC (GC should arrive within next 3 weeks)

Jun 2/06 Received 3 emails that card has been ordered

Same thing happened to me. I received my Biometrics appointment a few weeks back, have already had my Biometrics done and only received the NOA receipt/1 year extension letter today.

But I had already made an InfoPass appointment to get the 1 year extension stamp in my passport, which I was given without any problems, so I'm not too worried which order the letters arrived.

Timeline

I-130

February 13, 2006: I-130 filed (US Embassy, Dublin, Ireland).

April 18, 2006: Interview date received.

May 02, 2006: Interview (US Embassy, Dublin, Ireland). Visa approved.

June 14, 2006: Moved to Charlotte, NC.

July 20, 2006: 'Welcome to the United States' letter received.

July 21, 2006: Applied for SSN.

July 29, 2006: SSN received.

September 05, 2006: 2 year Permanent Resident card received.

I-751

April 09, 2008: Mailed I-751 to TSC.

April 15, 2008: Check cashed.

April 16, 2008: Case transferred to VSC.

April 23, 2008: Biometrics appointment letter received.

May 10, 2008: Biometrics appointment.

June 28, 2008: Moved to Clearwater, FL (Filed AR-11 and I-865).

March 04,2009: 10 year Permanent Resident card production ordered.

March 13,2009: 10 year Permanent Resident card received.

N-400

April 24, 2009: Mailed N-400 to TX Lockbox.

April 30, 2009: NOA1 Notice date.

May 11, 2009: Biometrics appointment letter received.

May 16, 2009: Biometrics complete (walk-in).

June 04, 2009: Interview letter received.

July 23, 2009: Interview.

July 23, 2009: Oath. I am a US citizen!

If you take a look at this forum you will see that there are a number of threads lately from applicants complaining they haven't received their NOA from TSC but have received their biometrics appointment. There is a problem at TSC - for whatever reason they are saying they are sending the letters but they aren't. Apparently no one has received the NOA letter since at least mid February, except for a few derivative I-751 applicants (children adjusting based on a parent's status). Don't expect to receive one, at least anytime soon.

So, yes, you will need to get the I-551 stamp in your passport and carry that as proof that you are legally present in the US until your 10 year card is approved. The local immigration offices know all about it and have no problem giving out the stamp. The average wait through VSC - where TSC applications are transferred - seems to be about 14 months.
