if someone has a visa that will expire on Nov. 18th and they reach america at November 10th- is that an issue?

And also, say that there is an emergency and they have to leave the country before they recieve their greencard, what happens?

If you are talking about a CR-1/IR-1 visa, there won't be a problem. The passport will get a permanent resident stamp on arrival and they can travel to/from the U.S. immediately.
