I believe Shari has. You shouldn't need the receipt at all - TSC isn't sending them out and hasn't since early February. The immigration offices are getting very experienced now at giving out the I-551 stamps. Many of us have had to go and get our passports stamped because we have not received the NOA extension letter. Make an Infopass appointment - you can do that online. Bring your current green card, your unexpired passport and any other identification with you and that should be all you should need. The Immigration Officer looks up your file through your A# and that is on your green card. You can bring your biometrics letter if you have received it, or any proof of filing, if you wish. I wasn't asked for them, nor were they required when I got my passport stamped in Atlanta. I didn't even have to ask for the stamp - I just said I had never received my NOA Extension letter and she automatically proceeded to stamp my passport. Good luck.
