I think she needs to file it herself.....a visitor visa at her country's embassy.

You don't submit anything, mother files DS-156 to the nearest US Embassy or Consulate, and pays $131 for a visitor's visa.

Mother will have to provide strong evidence of ties back home to prove that immigrations is not her intent.

She just wants to come here to attend to her brother wedding. She doesn't want to live here at all. Her financial over there is a lot better than if she stays here. I think there is some form of letter which my uncle has to write to invite her. Am i right?

You can write a letter of invitation explaining reason for visit.

Tourism to the USA was greatly encouraged as well as foreign investors investors into our banks, tourism was a multi-billion dollar aid to the US economy, but this was before 9/11. Not even sure what's going on, but tourists use to be very welcome here, ha, we want your money.

Beginning to think it is a bad mistake to use as a reason that a person wants to come here to visit a relative giving the DHS some weird idea, this is a means to get them permanently into this country. And don't they realize that besides the visa there is also a recorded I-94 that severely limits the visit and that they do keep track of when that person leaves this country. And if not, they are easy to track down!

Perhaps the only reason one should give for coming here is to see the USA and buy some stuff and do not expect any sympathy from the DHS that you haven't seen your mom, son, or daughter in a hundred years. They sure aren't very sympatheic that we are rapidly finding out. Once you do get here, pretty well free to roam around and who knows, may even run into a relative.
