Transfer of Case to New Embassy

Timeline

I know someone recently posted something similar to this, here's our situation. My fiance went for his interview in London on May 9th. He had sent in a request in April for his police cert from New Zealand, his home country. Well the embassy, for some unknown reason, didn't send for the police report until the day of his interview. Now they are telling him that it'll take 4 wks for the police cert. to get to London. He had one that he had obtained on his own but they declined it saying it wasn't the official one. Now he's leaving for NZ to see his family on the 20th, was planning to leave from NZ to the USA. The London embassy will not issue the visa without him in the country and wants him to either fly back to London or transfer the case to Auckland, NZ. Has anyone ever faced a case transfer? How long does it take? Is it going to cause problems for us? We thought we were finished with this all, that he would be leaving the UK with visa in hand. Now we're being held up for at least another month. Any tips or suggestions?
