Timeline

Couple of questions. what are the chances of embassy alowing both parrents and a brother of my fiance' thats overseas to come to United States to attend wedding? and also when should her parrents come and apply for tourst visa after when my fiance gets hers, along with her, or after she gets into US?

Your fiancee's family getting visas to come to the US totally lies in their ability to prove to the CO that they have no intention of immigrating. That means bringing proof of their ties.

As for when to apply, you may want to take a look and see how long it takes for processing vistor's visas in their country. I would do it after your fiancee has ahd her interview so that they can put on their application the purpose of their visit. Thats just me though.
