I'm sorry I am not able to say for sure, but regardless, it would be great for him to demonstrate his English speaking skills even if the interview is mostly done in his native language.

Indeed, each Consulate has different ways of going about things; but for the most part I believe they provide translators if needed. Now, don't take my word for it; better do some calling or emailing to the Consulate itself.

usually done in the local language and they will do it in English also. For example in Colombia they do it in Spanish and English - its your choice which language you prefer. Proficiency of English is not required - neither at this stage nor at AOS (you can take a translator while doing AOS) - only place English proficiency is required is when you apply for citizenship - which is at least three years or more away at this point. In Chile they would offer you Spanish or English. Good Luck
