Terrorists struck for the first time in Jaipur triggering eight serial blasts in a span of 12 minutes on Tuesday evening in crowded market areas and near a Hanuman temple in the walled city leaving at least 80 killed and 200 injured.

...

Bangladesh-based Harkut-ul-Jehadi Islami (HuJI) is suspected to be behind the blasts that has taken the state authorities by surprise, Home Ministry sources said.

...

The blasts rocked Tripolia Bazar, where large number of devotees turned up at a Hanuman temple, Johari Bazar, Manas Chowk, Badi Choupal and Choti Choupal-- all located within a two-km radius in the old city.

India is in desperate need of a PATRIOT Act.

 India has had its share of experiences with similar laws.

Here are excerpts from Wikipedia:

The Terrorist and Disruptive Activities (Prevention) Act, commonly known as TADA, was an Indian law active between 1985 and 1995 (modified in 1987) for the prevention of terrorist activities in Punjab. It was renewed in 1989, 1991 and 1993 before being allowed to lapse in 1995 due to increasing unpopularity due to widespread allegations of abuse ... It had a conviction rate of less than 1% despite the fact that, under criminal law, a confession before a police officer, even though being given under torture, was admissible as evidence in court.

http://en.wikipedia.org/wiki/Terrorist_and...evention%29_Act

The Prevention of Terrorist Activities Act (POTA) was an anti-terrorism legislation enacted by the Parliament of India in 2002 ... The act was repealed in 2004 by the United Progressive Alliance coalition.

...

Once the Act became law there surfaced many reports of the law being grossly abused. Human rights and civil liberty groups fought against it. The use of the Act became one of the issues during the 2004 election. The United Progressive Alliance government of India committed to repealing the act as part of there campaigning. On October 7, 2004, the Union Cabinet approved the repeal of POTA. The abolition of POTA was the Manmohan Singh government's first major policy decision after taking office.

But... if you have nothing to hide, why should you be concerned?

Abuse? A small price to pay ;)

Well, Indian law enforcement is amazingly incompetent so it's no surprise that incidents like this one keep happening with predictable regularity. Indian legislators can pass any law they want, none of it will work as long the cops are as clueless and incompetent as Indian cops are. That's really why TADA and POTA didn't work in India, IMO.

I've dealt with American cops. They may be rude and nasty, but they follow processes. Indian cops are a whole other deal. Nice people (for the most part) but dumb and whimsical.

BJP Tuesday night held the Congress-led Government's "soft approach" towards terrorism responsible for the deadly terror attacks in Jaipur.

...

Senior leader Mukhtar Abbas Naqvi said such terror attacks were the result of the "weak policies" of a Government headed by a "weak Prime Minister and a "coward Home Minister".

He said the Centre neither shares intelligence inputs about such attacks with states nor alerts the states. "Be it the case of Rampur or Varanasi attacks, it is evident that the Centre does not share information," he told PTI.

...

Another senior leader Arun Jaitely said such terror acts "must arouse a greater national desire of becoming a hard state and should increase the country's resolve to fight terror".

The Usual Suspects.

"The fact that we are here today to debate raising America’s debt limit is a sign of leadership failure. It is a sign that the U.S. Government can’t pay its own bills. It is a sign that we now depend on ongoing financial assistance from foreign countries to finance our Government’s reckless fiscal policies."

A little-known Islamic militant group claimed responsibility for a series of bomb blasts that claimed the lives of 63 people.

...

The group, which called itself Indian Mujahideen, emailed video clips to two Delhi-based media organizations of a bicycle, which it said was packed with explosives that were set off at one of half a dozen sites in Jaipur, with the aim of disrupting the tourist industry.

...

The Jaipur blasts appear to be the work of a home-grown outfit, albeit one that may have been aided by foreign hands. Last November Indian Mujahideen said it was behind six consecutive blasts that rocked courthouses in the north Indian cities of Lucknow, Varanasi and Faizabad in the space of half an hour. An e-mail claiming responsibility was sent to several national television stations.

In that email the group made it clear it wanted to establish home-grown Islamist terrorism in India and sought to distance itself from Pakistani-based groups. The group said it started its jihad after Hindu fundamentalist attacks on Muslims, pointing to pogroms in Mumbai in the early nineties and the 2002 carnage in Gujarat.
