in Notice Type it says: welcome notice

but it also states this

"Welcome to the united states. We have received your immigrant visa packet from the port of Entery where you entered the united states. at the top of this notice you will see a very important number. It is your USCIS account number (A-number). This document number is very imporant to you. You will need it whenever you contact us. The recipt number shown above is simply a tracking number for your immigrant visa packet.

You Should hear from us within 30 day from the date shown on this notice. if any of the information about you shown above is incorrect, if you move, or if you don't hear from us within the next 30 days, please call customer service at 1-800-375-5283. If you call us, please have your A-number and receipt number shown above avalibable.

Note. if you have submitted a SB1 visa, you will not recieve a new I-551 card, Your Previous A-number and the corresponding I-551 card are still valid unless the card has expired, been lost. stolen or the personal information has changed. If you are not in possession of your previously issued I-551 or changes are required you will need to file an I90 with the appropriate applicable fees in order to reeive a replacment card.

My wife already got her green card

Why we getting this notice now

She doesnt live with me

She Took off to india and Came back to USA with probationery green card and living with someone else.

I have told USCIS about this then why i am getting this letter? What are my options what i can do?
