Nope my husband didn't enclose check anymore with the 129-f (k3), there is no fee for 129-F (K3). With the instructions, NOA1 from 130 is a prerequisite to file the 129-F(K3). What we did was, We sent first the 130 and after getting the Noa1 we then filed the 129-F (k3). But i have read there were few who sent their petitions both at the same time. Good luck .
