From my experience, here is what I could infer :

If you file I-130 and I-129F then USCIS assumes or believes that you are interested only in I-129F and NOT in I-130.

Irrespective of I-130 approval being along with or ahead of I-129F, USCIS does not forward the I-130 to NVC (Even though it is stated in your NOA2 that the I-130 has been forwarded to NVC)

I didn’t get my 130 case number yet from NVC so I believe that it was held back at USCIS.

It may appear that I-130 and I129F are two different tracks but in reality if you have filed I-129F then you should not assume that you have 2 horses in the race.
