Filing for a K3 or CR1 visa won't matter much at the USCIS level (service center). The time difference is when it goes to the embassy. Some embassies will give interviews faster for K3s than CR1s. In Colombia for example the time difference is about 1-2 months and with the new NVC online payment option it looks like CR1s will be processed faster.

Check out timelines of VJ members going through your embassy and service center for both K3 and CR1 visas to see how long it might take. That should give you a better idea.

If you did not file the k3 in Jan after you got your NOA1 then I dont think it will help now. The K3 visa is supposed to be faster but only by a few months on the total process, for the most part it saved more time at NVC. When the k3 was created the immigration process was a very long process, 1 year + for the I 130 but since then the times have changed and before July the pettitions were pretty much approved in about the same amount of time so the only good part about it was the shorter stay at NVC. Today, after July and all the backlog it does seem that more attention is being given to the K3 visa than the stand alone I 130 but I dont think sending in the I129f will help you out since you are already pretty far along in the CR1 process.

I don't think filing for K3 would help you because VSC doesn't seem to approve them any more for some reason. And even if they did filing it 8 months apart won't do you any good.Call VSC and ask about what's going on with your application. It's terrible that you have been waiting for so long.
