Washington DC Airport... Please Help!!!

Does anyone know if at Washington DC airport, you have to go through immigration first before retrieving your luggage or is the other way round. My finance will be arriving at Washington DC airport and I am concerned if she is delayed at immigration, her luggage might get lost.

Timeline

You always go through immigration before getting luggage at a US POE.

If she is delayed for a long time at immigration she should go to the carousel to see if the luggage has been set to the side. If not she shuld go to the information/airline ticket counter and they will take her to where unclaimed baggage would be.

I went through immigration, was instructed to pick up my luggage and then went to secondary inspection with my luggage.

Naturalization

Son's N-400 Timeline

08/14/2020 - Sent N-400 and I-912 waiver to TX lockbox

09/18/2020 - NOA via text

06/05/2021 - Notification of biometrics scheduled

09/17/2021 - Interview - decision cannot be made

11/24/2021 - Denial letter, 30 days to appeal

12/24/2021 - Appeal sent back with I-912 waiver

12/24/2021 - Motion to terminate deportation proceedings from 2013 filed
