Name in inverted order on Romanian official documents

Timeline

My husband's name on his official documents from Romania are in inverted order. Last (family) name, middle name, and finally first name. When my husband's petition was sent, it was sent in error with his middle name as his first name and his first name as his middle name. I noticed this after our former attorney filed the petition, however he never made the correction as I requested. I paid our NVC fees online and need to complete the required forms for the next step.

At this point, how difficult is it to correct the error on record with the NVC. I am prepared to send an email to the NVC with an attached copy of his birth certificate, passport biographic page, etc. The problem is, will the inverted name order or the hyphenated middle-first name (as it is on his birth certificate only) be understood and accepted. I know this will probably delay our process a bit, but we want everything done correctly. I'm am trying to not become overwhelmed. Please help. Thanks.
