Changing Consulates in mid stream

Timeline

Hi all, My fiancée is a Pinay but working in Kuwait. We had planned for her to return to the Philippines to do her medical and interview but I am now worried that her employer will not let her leave the country (sadly common in the Persian Gulf). Has anyone tried to change the consulate between NOAs 1a and 2? Will I need to re-file the I-129F? Will it delay the process much? Do I need to get some guys from Blackwater to smuggle her out?

- Met in a Kuwait coffee shop: 2007-09-09

- Had 1st date (Chinese food): 2007-10-27

- Had fallen hopelessly in love: 2008-02-14

- I-129F sent off to CVC: 2008-04-21

- I-129F NOA1 received: 2008-04-22

- Check cashed by CVC: 2008-04-23

- I-129F NOA2 received: 2008-09-03

- I-129F left NVC for MNL: 2008-09-11

You got your NOA1 the DAY after you sent it in? Wow :D

As to your question, you know I have no idea :( In all my reading I haven't heard of this happening but I'm sure it has before and is perfectly possible.

Since you're so early in your timeline, I'd act immediately on the US side if I were you. Call your Center and ask them what you can do, what your options will be. I would think since they haven't given the NOA2 yet, they'd be able to send the packet back to you and you just go ahead and change it now, or maybe even do it over the phone, without having to start over (and pay the fee again).

But it sounds like you're not sure if your SO will be able to move or not so I don't think they could help you nearly as much with that...but they could at least tell you what your options or instructions would be in the future if it does happen. Then I think you'd have to deal with the foreign embassies, so maybe your SO should also be making some preliminary calls to ask questions.
