There are plenty of presidents worse than Carter - GWB notwithstanding.

Carter had a lot of potential. He promised a balanced budget, open foreign policy,

more social programs, tax reform, human rights reforms, etc. He emphasized

his status as a "Washington outsider" and promised to repair lost confidence in the

White House (which was tarnished by the Watergate scandal and a troubled economy.)
