Reissuance of expired, unused K1 visa in the Philippines

What do you think are the chances of expired, unused visa being reissued in Manila US Embassy? The reason why the visa was not used at all because of work. My fiance cannot leave his work because everything is relied on him. His boss begged him to finish his BIG project before he leaves. Unfortunately, the project was not yet finished. My fiance planned to come here before his visa expired... He was actually ready to leave but he changed his mind the last minute. If he has left, everything will be out of control esp. his bosses are not in the Philippines... And I understand his situation..

Our worry now is what the best option is for us.. If we try the reissuance, we are not sure if the consulate will accept his reason and reissue the K1 visa. When I talked to a customer representative in Manila US Embassy, I was told that the K1 visa could be reissued BUT there is no guarantee. The only guarantee is when the situation is uncontrollable. What do you think? Do you think it will help if his boss will endorse the letter of explanation? His boss is influential in the Philippines.

Our second option is to try to apply for tourist visa. I am not sure if he'll get approve esp with the fact that he has unused expired K1 visa. Again, his boss will endorse his application.... Once approve, he'll come over and we'll get married and then apply for spousal visa.

Our third option is for us to get married in the Philippines and apply for spousal visa. But we want the quickest way for us to be together. Although, his project is estimated to be completed this December.
