Police background check, foreign country 12 months

My fiance lived out of his home country (El Salvador) for 9 months in Spain and 6 months in Sweden, one after the other, for a total of 15 months, then did some traveling for several months. We are going to file the I-129f. We are trying to think ahead to the interview at the embassy. From what I have read a background check/police clearance is only required if the fiance has lived out of the country, IN THE SAME FOREIGN COUNTRY FOR AT LEAST 12 MONTHS. Is this right? Does he need to get papers saying he hasnt committed any crimes in Sweden and Spain since he was gone from El Salvador longer then 12 months total? I emailed the embassy but I dont have much hope they will answer. Thank you!!!

This is what I found on the USCIS site when I was looking for my fiance..

Police certificate means a certification by the police or other appropriate authorities reporting information entered in their records relating to the alien. In the case of the country of an alien's nationality and the country of an alien's current residence (as of the time of visa application) the term "appropriate police authorities'' means those of a country, area or locality in which the alien has resided for at least six months. In the case of all other countries, areas, or localities, the term " appropriate police authorities'' means the authorities of any country, area, or locality in which the alien has resided for at least one year. A consular officer may require a police certificate regardless of length of residence in any country if he or she has reason to believe that a police record exists in the country, area, or locality concerned.

Timeline

Our attorney had us get records from any country my SO had been in for at least 6 months - as previous post said. AND, they were specifically requested at our embassy interview, so they do want them.

Our journey:

4/30/08 - AOS/EAD/AP mailed to Chicago lockbox

5/1/08 - packaged rcvd at lockbox

5/8/08 - All 3 NOAs received (dated 5/6)

5/8/08 - check cashed

5/10/08 - Biometrics letter received

5/27/08 - Biometrics appointment

6/10/08 - case transferred to CSC - YAY!

7/11/08 - rcvd emails that EAD card ordered and AP approved!

7/18/08 - AP rcvd

7/19/08 - EAD rcvd

7/29/08 - received email: card production ordered

8/2/08 - GREEN CARD RECEIVED IN MAIL!!!

He needs police certificates for both Spain and Sweden; since he lived in each country for 6+ months.

Wow, they were specifically requested? I guess we better get them then. Were they difficult to obtain from outside the country? Any advice on obtaining them? Thank you both so much for your helpful replies, this website is a godsend.

so i guess that means perviz has to get one from saudi because he worked at the hospital there for a year? wow i dont think any of us even know how to go about that one..............

OK, I read all through the guides and dont see anything about HOW you can request a police report/certificate from a foreign country. I also tried to look at the example forms but didnt see the DSL-1083. Where can I find instructions on obtaining a police certicicate from a foreigh country? Dont you have to send fingerprints or something? We want to try and get them before the packet 3 is sent in case it takes a long time since we are getting them from Europe.
