Number of people living in his house/apartment.

This may not answer your question directly but for active duty servicemen, the 125% doesn't apply to them... just the 100% income.

Any service man, who is serving or has served the USA should have all requirement waived.

They wouldn't even need to go as far as "all requirements waived". It would be nice if vets (especially wartime vets) had any kind of special consideration.
