Can someone explain me What exactly this mean I dont understand part where NVC asking

(the applicant, the petitioner, the applicant's attorney) does this mean either one of them or all of them

does this mean my wife my self and attorney I dont have attoreney in this case?

just a cents. I think someone (you or your wife) inform them to withdraw your case, that's why they were asking a written statement with signature that you wanted to withdraw the petition.
