I think it's a reference to a different story where a Palestinian (someone correct me if I'm wrong on that) caught a rare breed of sea turtle and was going to cook and eat it. Of course, if that happened to Carter, that'd be definitely be... um... interesting, to say the least.

Well if anything it may not be the best reflection on Israeli intentions to finding peaceful solutions. They'll probably let him in after the cameras are not rolling anyway.
