Packet 3 is the instruction packet your fiance will get from the embassy once the petition is approved at USCIS. It will have information about the medical exam, police certificates and other things to bring to the interview.

Packet 4 is the interview appointment letter.

NOA1 is the first Notice of Action letter you (or your lawyer) receive from USCIS. It tells you that they have received your petition and will start to review it.

NOA2 is the second Notice of Action letter from USCIS. It means that they have reviewed your petition and have approved it (or denied it). They will then transfer the case to NVC (National Visa Center) for processing and then it goes to your embassy.

Once the embassy receives and processes your petition, they will then send you packet 3 which contains a checklist of the forms that you need to fill out and return by mail or bring to interview (depending on country) and what documents you need to gather for the interview.

I've never heard of Packet 1 or 2.
