Certified means with the little official stamp or raised seal on it from the place where you would go to get one wherever you were married.

For instance, I would have to go to city hall here and get mine because we were married in the city of St. Louis.

Life's just a crazy ride on a run away train

You can't go back for what you've missed

So make it count, hold on tight find a way to make it right

You only get one trip

So make it good, make it last 'cause it all flies by so fast

You only get one trip

I think that you must submit your translation and the respective copy of the marriage certificate. In Mexico, when you say certified it only have to had the seal of the civil registration office. Did you document have one? It'll be Ok.

NO

USCIS no longer routinely requires submission of original documents or "certified copies." Instead, ordinary legible photocopies of such documents (including naturalization certificates and alien registration cards) will be acceptable for initial filing and approval of petitions and applications.
