My dad heard on the news that if a greencarded immigrant is taking an english class they can get $500 and be able to apply for citizenship one year early. Is this a new law or something???

Not a bad idea......people are always complaining that if you move here you should speak English. This is a pretty nice incentive for that.

5 years?? what if you actually need only 3 after getting green card would that be reduced to 2???......

I don't think so. The law refers to all the other immigrants, not the marriage based ones. But no reason to be upset, either way you'll be waiting less than what they will have to wait.
