Since July 2007, Nebraska no longer receives I-129F's for K-1 and all are to be mailed directly to either California or Vermont (most if not all former NE states should go to CA).

You said they sent her mail within the last three weeks. They either sent it to CSC/VSC and the mail is her notice or they are returning the entire packet.... Did they cash the check sent for payment?

YMMV

I THINK THEY DID CASH THE CHECK YES

Then it appears that the packet finally got to the right place.... The first notice is not all that important other that the case number which can usually be seen on the back of the check as well.

YMMV
