How to obtain POLICE CLEARANCE FROM CHINA WHILE I MANILA

I need help on how to get Police clearance in china while i'm here in Manila. I work in Guangzhou, China for 8 months, My Fiance and i having big trouble on this matter. we email and call the US embassy in china to ask for help but the only thing they do is to pass us to different people and end up nothing. So, if there is someone who can help us get a police clearance or police certificate in china please inform me or email me at jackielibera@hotmail.com or email my American Fiance at cyang0887@sbcglobal.net. we will appreciate all the help you can give us.

I work in Guangzhou, China from July 2006 to March 2007. Please give me advice on what to do. My interview at the Embassy is very soon. Next Month May.....

Manilla has this:

OTHER COUNTRY POLICE CERTIFICATES. Applicants aged 16 years and older must also present police certificates from other countries where they have lived for six (6) months or more after reaching the age of 16. As with NBI clearances, foreign police certificates should be obtained

in any maiden names, aliases or nicknames ever used while in the country in question, including different spellings you have used of those names.

Police Records

Generally available, reliable. Persons should apply for a certificate of no criminal record at the local Public Security Bureau (PSB) (or certain types of employers such as state owned enterprises), then make application to the notary office for a certificate based on the PSB document. Persons without a criminal record will be able to obtain a certificate to that effect. Certificates for individuals with one or more criminal convictions will list all convictions for which records still exist. The certificates purport to reflect all criminal convictions during residence in China. Police records are generally not available for the period prior to 1949. Certificates are available for those in the J-1, Z, and X categories. The GOC does not issue police records for temporary residents of China in L or F visa categories.

so meaning to say i dont need to get it anymore because i'm holding a F and L visa??? Is this rules is still active in china. I just want to make sure that i don't need to do it anymore. I did a lot af thing already. so i don't need to worry and i don't need to do anything? i read that reciprocity site in US embassy Manila but i still want to make sure about it

I hold a F Visa in China. I'm still wondering if i still need it and even i read the Reciprocity in manila US embassy i just want to make sure if it still active or valid about the rules that they don't give police certificate or police clearance to F and L visa holder. Please gave me an accurate Information and what to do. Thanks.

Correct, you were not "Resident" in China, all that time China considered you to be resident of the Philippines NOT China, you were considered to be a tourist.
