can a guy apply for k1 while here in the philippines?

My aunt met a German guy but grew up in the US (north dakota). The guy arrived last week and will be staying here in the philippines for atleast one year. This is their first time to meet personally. and they're asking if its possible that they can submit their application while the guy is here in the philipines..

They'll gonna be filing for k1. I cant find the exact answer here in the past threads. so I hope you can help me with this.

Ill appreciate any ideas and thoughts..

More info please, is either one a US Citizen? Only US citizens can file an I-129F to USCIS in the USA. Is the German Guy a US citizen or is he a German citizen?

Also if one is a US citizen, and has been in PI for a year as a resident, why not marry and file an I-130 directly to the US Embassy in Manila for a CR-1 visa, this is much quicker than having to wait for USCIS and NVC to send the K-Visa petition back to Manila.

Yes, the petition can be sent to the USCIS from overseas. There will be delays in mailing of course.

Naturalization

3/23/14 - N400 package sent to Phoenix

3/27/14 - N400 package delivered

4/3/14 - NOA1 receipt date

4/4/14 - check cashed

04/29/14 - biometrics date

07/01/14 - interview date

xx/xx/xx - Oath Ceremony
