They dont call USCIS info line the MIS-Info line for nothing. NVC is the interface between USCIS and the consulates and embassy, all petitions have to go through NVC in order for NVC to assign a DOS case number to them.

USCIS California is quite a distance from NVC which is on the opposite side of the country, it can take some time to ship the petitions from California to New Hampshire. CSC tends to send all approved petitions in a Bulk Shipment, once a week or so, this is why it takes 2-4 weeks for NVC to receive them, and then 2-4 weeks for NVC to process.

Also which NOA2 are you talking about, I-130 or I-129F?

Your profile says K-3, yet you posted this to CR-1 forum. If you filed an I-129F, the I-130 wont be sent to NVC, just the I-129F will be sent to NVC.

Then please change your profile to reflect CR1 instead of K3. 30 days or more to receive an I-130 from CSC is not uncommon but you need not wait 90 days to call. The service centers do not send I-130 petitions directly to Consulates. I would just call again in a week.
