Does G-325A biographic information has to be submitted at the time that you are filing the i-129f or can it be sumbitted at a later point and will i-129f be helf back because of it. reason i'm asking is that my friend before was submitting it after his fiance entered US.

Form G-325A has to be submitted WITH the rest of the I-129F package.

Read where it says, Assembling the I-129F package, Checklist.

If your friend's fiance is not currently in the States, he/she can always fill out his/her own G-325, print it, sign it and send to your friend by courier.

There's no point to send the I-129F Package incomplete, USCIS will send them a RFE asking for the missing form.

02.01.2012 - 10 year GC Received

07.25.2021 - N400 filed online

08.09.2021- Biometrics re-use notice

04.18.2022- Interview done at Minneapolis USCIS Local Office   ✔️ Received N-652 "Congratulations your application has been recommended for approval" during the interview.

05.19.2022- Oath Ceremony in MN

Since it is doubtful the petition would be approved without the required G-325a and therefore with no petition approval there can be no visa fiancee visa issued. It appears that it would be impossible to do as your friends indicates.
