Reg. case # assignment at NVC

I just checked my I-130 forms(which I had originally submitted to USCIS), in that I had mentioned consulate to be Chennai, India

Later, as I researched more on VJ, I found that I am eligible for Montreal as my wife lives in Windsor, Canada.

Now the question is :

At the time when case number is generated, will NVC look at the address of the spouce(which happens to be Windsor,Canada) and then assign a case # which starts with MTL ?

the reason why I am getting little anxious is because I plan to james short cuts and the first THREE letters in the case indicates the consulate , thus the anxiety.

Also, my I-130 approval is yet to reach NVC .....so I kind-of wondering the outcome.
