Unemployment Benefits for Conditional Resident

I have looked and looked through this site and I can't find an answer to my question.

Here is the situation. My husband is still a conditional resident. I will be sending in the paperwork for lifting his conditions in May because his Green Card expires in August. He is going to start working at seasonal employment (mowing grass) Will he be eligible for Unemployment benefits when the mowing season ends? It will probably be in October, and he will try to find temp employment until spring and mowing begins again. He should be a Permanent resident by then but it he eligible for unemployment under his conditional GC?

From my research un-employment is a state by state thing, some states consider it to be a means tested benefit, and others do not consider it to be means tested.

I-864 specifies sponsor is responsible to pay back means tested benefits.

Unemployment inusance is a benefit solely funded by employers.
