What is a police clearance certificate?

Timeline

While waiting for one's fiance to get the interview or packet from the embassy, can one go ahead and get a police clearance certificate, medicals etc?

Or are these pre-printed papers that come in a certain format and so must wait for the actual interview materials to come in from the embassy?

The medical report forms are US forms supplied by the consulates. But the consulate-approved doctors (called Panle Physicians) who give the exams may have copies of the forms, if you can find the list of who they are in your country of interest.

Police reports are generated by the appropriate authorities in the country of interest, they are not US forms.
