Background:

I was married and applied I-130 for my husband in Summer 2007.

Application was approved in the Fall 2007. However, we were having some issues.

I sent a letter to NVC and Vermont service center to withdraw the petition.

NVC replied and confirmed that application was sent back to Vermont.

We have worked out our issues, as it was a huge misunderstanding.

I tried to re-instate by sending letters to NVC and Vermont in Winter 2008.

NVC replied back saying file is no longer with them.

I have heard nothing back from Vermont. Not from the withdrawal, nor from the re-instate request.

The Vermont status online just says "back from NVC, under review."

I went to local office twice. They told me Vermont won't even look at the application (since it came back from NVC) until another 18 to 24 months.

This is because

1) Low priority

2) No money attached (app fee)

Should I file another I-130 and ask to close the application above? Since this one has money attached (app fee), they might process this faster.

Please advise what to do? It's been a rough 6 months.
