Are you talking about the child getting citizenship via the CCA? For that to happen, she'd have to be under 18 when she was actually admitted for permanent residence, and she'd also have to have a US Citizen parent.

If she got a visa on her 18th birthday, then unless she travelled to the US and was admitted as an LPR that same day (unlikely), she won't qualify for citizenship via the CCA. Even then, I'm not sure if she wouldn't be a day late, since I believe the CCA only grants citizenship to children who have not yet reached their 18th birthday.

Getting a visa isn't the same as getting LPR status. Getting LPR status is what counts for the CCA.

She'd have to wait five years and apply for naturalization.

Furthermore, by the dates you state, she got the visa on her 19th birthday, not her 18th.
