You are doing a good job policing who is posting similar posting multiple times. The answer to OP is, the Embassy will issue CR-1 visa, if your marriage is less than 2 years old during the visa issuance. You can enter into USA 2 years after your marriage and ask at the POE to change it to IR-1. But you can be be sure, if you will get the permanent green card or conditional one by mail. Or you can request the Embassy by email to schedule your interview immediately after your 2nd year's anniversary. Show the reasons of your request when you write the Embassy.

I-130 Timeline with USCIS:

It took 92 days for I-130 to get approved from the filing date

NVC Process of I-130:

It took 78 days to complete the NVC process

Interview Process at The U.S. Embassy

Interview took 223 days from the I-130 filing date. Immigrant Visa was issued right after the interview

Ugg! The visa won't be changed. If the entry is after the 2 year anniversary, the green card will be unconditional. (ten year expiration)

If the interview is after 2 year anniversary the visa will be IR1. Sometimes the Consulates or POE make a mistake. This can be corrected with USCIS later, if needed.
