What was apparently approved was the two petitions. CR1 is a visa. I-130 is a petition. This kind of timeline was not unusual a year or so ago. Perhaps they are catching up from the rush. Hopefully some new people are trained and the staff is back to full strength handling a more normal workload.

There always seems to be one or two petitions that get approved very early. Nobody knows exactly why, but two hypotheses are: all the paper worh was properly filled out; the ajudicator approves a couple quick petitions to make the stats look good.

There is a good chance he/she is lying. If you sent your I-130 in January, you sure did not receive your NOA1 in January 21. I am a December filer and we started getting our NOA1 in February.

If true great and Pushbrk is correct, sometimes these happen - or could have been an expedite case we dont know. All you have to think is maybe there is a light at the end of the tunnel, and it sure aint a train

Sometimes these are DCF cases, and they look like standard cases because the person puts in a service center and the timeline gets messed up.

An I-129F cannot be filed directly with a Consulate. DCF is always for an immigrant visa, not a K3.

I have also heard that sometimes files are randomly selected (ie taken out of order) to be used for 'training' purposes with new employees. Don't know how true that is or not, but it sounds like a possibility.

I submitted my I-130 in Jan and got my NOA 1 on Feb 6 so maybe its possible.
