I wrote to Vancouver and they wrote me back. Here's what it said:

Yes, all applicants applying for K-1 or K-3 visa must fulfill the requirements of vaccines even though they are non-immigrant visas. If you are unable to go thru vaccines due to any particular reason then you must advise the panel doctor at the time of your medical appointment. If not then you are required to complete the vaccines requirements prior to the issuance of visa.

Thank you.

I don't understand it, but apparently even though K1's aren't supposed to have them until AOS, we need them prior to the issuance of a visa. This is just a heads up for anyone who's wondering.

Yep, some others are adopting this to, like UK.

I wish this would become a standard for all, and then have USCIS eliminate the vaccination supplement requirement for AOS, this would eliminate all the confused questions about the supplement, and also protect many from being ripped off by Civil Surgeons who like to sack the K-Visa holder for a full medical when only the supplement is needed.

OUR TIME LINE Please do a timeline it helps us all, thanks.

Is now a US Citizen immigration completed Jan 12, 2012.

The best bet is to check with your consulate. That's why I emailed them. The information that I had heard was contrary to the USCIS.gov website.
