FBI name checks

I was wondering about the FBI name check process for naturalization. Aren't names checked throughout the visa process - namely at the I-130 and then after submitting an I-751? If so, a final name check under the N-400 should be faster in my view.

Secondly, does the name check start when the application is submitted, after finger printing or some other time?

Thanks for the thread - it was definitely interesting and described the actual process. So it takes place after finger printing.
