What is AP Check?

What is the AP check? I see that lot's of you talking about it but no explantion on what exactly it is, I searched in here and in google but couldn't get any info beside it's bing a security check or somthing like that, and how would someone know if his case is in AP check?

There is a lot of info. here on this site about administrative processing and/or administrative review. As far as I have been able to figure out, they are pretty much the same thing.
