It is required that the POE be an airport??? I travel on the ferry between Victoria and Port Angelas...can that be my POE?? and who determines where the POE is??

POE = Port Of Entry, that is any point of entry to the USA, be it by Air, Land or by Sea. So yes if you enter the USA by farry boat, you will be greeted by a POE officer as you exit the boat.

Last year my parents crossed over from Canada through the thousand islands by ferry in to NY State, the ferry stopped at Wolfe Island, where they drove through a small Customs and Immigrations station before boarding a second boat that continued on to NY.

Wow! I really had no idea there were that many ports of entry in the States.

Be sure that the POE selected can or will process your particular visa. I 'confirmed' in person with the POE at Algonac, MI that they could process a K-1 and received a yes along with useful information for bringing across personal belongings including cats and plants. We arrived at Algonac to be told by the officer that they did not process K-1s! Nothing I could do would change her mind - it was a different officer than the one who had told me yes the week before. We had to cross back into Canada continue to the next closest POE at Port Huron to be processed. We had no problems at Port Huron, however, the officer there was very surprised when I told him that Algonac refused to process us and said that they could have and should have processed us if we had arrived there! I suspect that the officer we encountered either didn't want to be bothered or was inexperienced so refused to process us. So, if it isn't one of the larger POE's try to confirm first that they know what they are doing- no guarantees you will get the right answer but it might save you a headache.
