I think he might be referring to age difference within the relationship, not age when beginning the relationship.

Some people might think the age difference between Javi and I is age-inappropriate, 7 years. While others may think it needs to be 10 years or more to qualify as age-inappropriate.

At what point does it become inappropriate? Yesterday in the thread about the 70 year spread between the husband and wife most found the relationship disgusting. If you say that it only matters that a couple are of legal age, then who is anyone to say that the 30 year old woman and the 100 year old man are inappropriate?

Or, when does it become inappropriate? at 10, 20, 30, 40, 50, 60, or 70 years?

Illegal is a matter of law.

Inappropriate is a matter of personal opinion.
