Post “Approval”, Administrative Review/Document Verification Nightmare

Any word yet from USEM? We are in the same nightmare scenario as you. The only thing I can get out of them from the paid help line is that our case was forwarded to the consulate. Our paper from the embassy states we should just wait and that we are in document verification. Our interview date was Feb 6, 2008 and it took them until Feb 25 to forward to the consulate. They told us on Feb 6 we would hear from them in 2-6 weeks. Now they are saying it will be up to another 6 weeks from Feb 25. Meanwhile others who interviewed after us and we were put on doc ver. have received their visa.

I have not gotten a really clear explanation from anyone on what is happening to us. We had all our documents, we had no RFE's. Do they just randomly select people to do this to? Also my fiance had two men caseworkers with her during her interview. She said the interview went well but they did not indicate she passed or failed. Just was told to pay document verification of 650 and two visa fees of 450 for her and her 2 year old. The 2 year old is mixed blood PH/Am from failed relationship with guy who just used her. Tried to get her to abort baby. Of course she is a good person and would not do this. The Birth Certificate states child as illegitimate with no father listed so officially this should not be a hold up for us.

We have good documentation on our relationship. I have traveled to visit her three times last year and we have over 1000 emails (did not send all haha) and three to four hours of chat each and everyday since we met.

Is there another phone number where you can contact the embassy people more directly to find out what the problem is or do we just sit tight and continue to wait and pray? Will it help or hinder us to contact our congressman? Any advice is appreciated.

Also what is Delbros function in this. Just to deliver our visa to us or to do the actual doc verification and deliver that info to the embassy and how do we know they are actually doing their job. She paid at the embassy and we have sent the text message to them but our only reply is that it is still at the embassy and has not been released. Very confusing system because we were not notified in our package that we should pay in advance for doc verification. Even the embassy help line stated yes there was no information in our package warning us to pay this or we might suffer a delay. Also according to the USEM standards on who they do the doc verification on we did not fall into that category.

Since I have researched this document verification process farther than most I will try to answer your questions in order.

It does appear they pick petitioners at random. The documents being verified are the documents supplied by the Philippine National Statistics Office (NSO).

I call the first of every week to find out if the doc verification has been returned from the NSO. You can try calling Grace in the consular office, but she will only tell you if you are in doc verification or waiting for the consular officer to review. The phone number is 011-632-301-2000 ext 5184. Waiting and calling once a week is about all you can do.

I have called the USEM, DOS, DELBROS, and the NSO. Noboby cares that the system is flawed. Contacting your Senator or Congressman will neither help nor hinder your case. But, the more people who contact their Congressmen will make them more aware of the situation. Your Congressman can request a status on your case, but has little or no control over the consulate.

DELBROS's function in the doc verification is to receive the text verification of early paid doc fees and relay the information to the Embassy. A Tertiary report by another VJ member is that the Embassy contacts DELBROS to send document verification request to the NSO.

The doc verification information has been on the USEM website since December. The website also states a two week delay. Unfortunately, most of us do not fall under the conditions listed for doc verification.

Here is the MOST IMPORT THING I have discovered.

ON MONDAYS.... Delbros has a representative that recieves all of the requests for document verification from the USEM for the previous week. These requests are delivered by Delbros to the NSO. The NSO has a dedicated group that handles these verification requests for the USEM. Ones marked with a pink sticker are considered urgent and important, and are handled on a priority basis. On the Friday, after Delbros has delivered the DVRs, an employee of the USEM will go to the NSO and pick up all of the DVRs that have been processed since the previous Friday. These are returned to the USEM and sorted out to each particular case worker for each visa case. So, regardless of your interview being on Monday or Thursday, your document verification did not get to NSO until the next MONDAY. And you MAY not get your verification done in the one week, it may take up to four.

I can tell you that I got this information from a very reliable and top level source @ the USEM.

I can also tell you that the USEM and the Consulars are aware of some glitches in the process of paying Delbros for early verification and it not happening.

While I do work for a large package express company, I can assure you that Delbros is a LOGISTICS company, and NOT a package/parcel 'express' company. They may make your delivery, but it is because of the chain of custody, to prevent fraud.

I hope this helps explain some of the confusion of Document Verification Requests.

Thanks Derrel, that makes sense . I already knew that the DVRs are delivered on Friday afternoons. If it takes up to four weeks, what does one do when they reach 5 weeks after interview and 9 weeks after paying/confirming payment of Document Verification Fee?

Maybe ours had a blue sticker for take extra long.

Thanks for the info. I hope they are have our stuff together in time for interview. This is my main concern right now because it is so difficult to get information about what they have or not done for our case. Hopefully, it is unnecesary stress in my life.

Thank God, just a quick 3am post after receiving phone call from happiest girl in the world who just got her visa. Thanks for all the support and prayers. Wowowee we will be a family soon. I hear wedding bells. Godbless to all.

Funny cause I call embassy just a few hours ago and they say wait till April 7. Those of you in Doc Review Hell keep the faith and don't panic. It's a flawed system but it still come through. Thank you USEM.
