Do cases ever bypass the NVC?

I was reading some instances where people have their cases bypass the NVC. Has anyone ever heard of this? If so are they then handled like DCFs?

IR-1 Visa, I-130

Consulate: Rio de Janeiro, Brazil

Highly unlikely since the USCIS and Embassy's are in different departments within the government... NVC is the launchpoint into the Department of State...

Correct, many posts that you may see about this is that USCIS sometimes has confusing wording on the NOA2 letter, and makes it seem that they sent it to the consulate when in fact they sent it to NVC to send it on to the Consulate, they just neglect to mention NVC because the case will ultimately make it's way to the consulate.

Most persons dealing with USCIS are un-aware of the flow of things and assume that USCIS sends it to the consulate.

In your case (IR-1/CR-1) the petition has to go through NVC, it is NVC that will send you I-864 bill, and other required ducuments.

DCF cases don't go through the NVC. They start and finish with the Department of State.

But as far as I know, all visa cases that start with a petition filed with the USCIS go through the NVC in order to be handed off to the Department of State. Maybe there's an exception to this rule, but I haven't heard of one.

04 Apr, 2004: Got married

05 Apr, 2004: I-130 Sent to CSC

13 Apr, 2004: I-130 NOA 1

19 Apr, 2004: I-129F Sent to MSC

29 Apr, 2004: I-129F NOA 1

13 Aug, 2004: I-130 Approved by CSC

28 Dec, 2004: I-130 Case Complete at NVC

18 Jan, 2005: Got the visa approved in Caracas

22 Jan, 2005: Flew home together! CCS->MIA->SFO

25 May, 2005: I-129F finally approved! We won't pursue it.

8 June, 2006: Our baby girl is born!

24 Oct, 2006: Window for filing I-751 opens

25 Oct, 2006: I-751 mailed to CSC

18 Nov, 2006: I-751 NOA1 received from CSC

30 Nov, 2006: I-751 Biometrics taken

05 Apr, 2007: I-751 approved, card production ordered

23 Jan, 2008: N-400 sent to CSC via certified mail

19 Feb, 2008: N-400 Biometrics taken

27 Mar, 2008: Naturalization interview notice received (NOA2 for N-400)

30 May, 2008: Naturalization interview, passed the test!

17 June, 2008: Naturalization oath notice mailed

15 July, 2008: Naturalization oath ceremony!

16 July, 2008: Registered to vote and applied for US passport

26 July, 2008: US Passport arrived.

I also got confused when i got the NOA2, it said nothing about going to NVC, but about at day later I got one from the NVC saying it had been sent to the embassy, so I think they are just misleading and that all Petitions go through NVC eventually.

NVC is the State Dept.

You are correct, NVC is part of DOS, it acts a liaison between USCIS and the consulates which are also part of DOS.

DCF is filing the I-130 in country directly to the consulate, and they handle all the processing, and may use NVC to get a visa number issued for the visa.

If your headed to NVC read the wiki for NVC.

It gives you lots of good background.

At the bottom of the page are links to the nvc flowchart (so you understand what needs to be done) and link to James' Shortcuts.

You don't have to use the shortcuts, but it tells you what documents you need to gather ahead of time so you can get though NVC as quickly as possible.
