My father took and passed the citizenship test about 2 years ago, and he is now still waiting for the notice for the oral ceremony. He has asked the local Congressman sending letters twice already, every time the USCIS answered with the same result: It's still within the "normal" process time frame, they are still working on it? Working on what?? I really don't understand now.

Can someone please help me on it? What should he do now? Any method to speed up the process?

He could well be stuck in the FBI name check... that can hold up thing for months and even years....

what nationality is he?

September 24th, 2008: Passport arrived :)

September 19th, 2008: US passport approved

September 12th, 2008: Oath Ceremony

August 29th, 2008: Oath appointment

August 20th, 2008: Interview appointment

June 21, 2008: NOA for Interview

February 7th, 2008: Biometrics

January 27th, 2008: NOA for Biometrics appointment

January 14th, 2008: Priority Date according to NOA1

January 18th, 2008: Check cashed

January 14th, 2008: Application received by the California Processing Center

January 6th, 2008: Resubmitted application

December 28th, 2007: 4th Wedding Anniversary

He is Chinese. I have heard some other similar stories related to the FBI background checking... I really don't know what the heck are they doing? They take 2 years to check some good people, but never can catch any bad guys.... It's so messed up...

normally if you pass you should received the notice.

just call the USCIS and make sure you get a real answer don't just let them get away saying it part of the process.

I just called the USCIS, the officer told me he put in a service request, and give me a ref# WTCxxx. He also told me if I don't hear anything back from them within 30 to 45 days. I should call back with the ref#. Are they just playing the same old waiting game or really doing something for me this time? Anyone has similar experiences? Please help me on this...

Don't call.. make an Infopass and physically go to the office and ask in person. If the problem is the check, then you probably should see a lawyer to have them file a mandamus suit for you to force them to make a decision on your case.

There was a woman at my ceremony who filed in 2006 and she was surprised it took me about 7 months to complete my citizenship but I guess everyones situation is different. I wish your father the best..

I filed N400 (California Service Center, Laguna Niguel) in January 2007 and did fingerprints in Feb 07 and had been stuck in FBI name check ever since. i have made 2 info pass appointments and did service request. The answer is the same: Still pending for FBI background/name check and there is nothing USCIS can do unless FBI completes the background check.

What should I do now to help him get over this annoying USCIS journey?

Now we have to have an FBI check to open a bank account, have for some time now to purchase a gun, least in our state. One country made up of 50 different countries with 50 different laws and statues. But working with none-government personnel, especially when buying a gun, takes all but five minutes for an FBI check. I have to show positive photo ID, and in the USA, all we got for that is a driver's license, but did get a photo ID for my step daughter for seven bucks at our local DMV office before she turned 16, needed that for an airline trip. Wife has a country ID, gee how come we don't get one of those here? If my name is not on the FBI list, can buy that gun. But it's okay to buy a 12 gauge shotgun or a 30.06 six instantly that can really blow a person apart, but have to wait 30 days for a cool down period if I want to buy a stinky little single shot .22 hand gun for a cool down period.

So why does it take the USCIS two years to run an FBI background check? Does the FBI have a different list? From talking to my bank or sporting good store, your name is either on the list or not. What am I missing here? And what about getting that PR card in the first place, wasn't a good check made back then? And if you were naughty between then and now, and got caught, shouldn't you be in jail?

I still have a lot to learn.

Don't wait any longer. You should get a lawyer for your father ASAP and file WOM (Writ of Mandamus).
