I thought he was being cynical.

Not really. This administration has really done a lot for Africa.

Probably coming off the embarrassment of the non-action over Rwanda, and the missteps in Somalia during the 90's.

Both "missteps" by the previous administration. Rwanda through inaction and Somalia through a poorly thought out mission, ignorance of the actual situation and cowardice when under fire.
