Police Reports - Please let this be the last question!

Ok so I've asked this 3 or 4 times already but I still can't get a straight answer, and I know I should just call the embassy but I thought I'd try one more time here to see if anyone has been in the same sitution

a)Each Applicant aged 16 years or over is required to submit a police certificate from the police authorities of each locality of the country of the applicant's nationality or current residence where the applicant has resided for at least six months since attaining the age of 16.

b)Police certificates are also required from all other countries where the applicant has resided for at least one year.

Ok so I've lived in Ireland most of my life from birth to now. It is my current residence. So I have an Irish Police report as per a).

I lived in Japan for 18 months so I have to get a japanese police report as per b ).

I lived in India for 7 months when I was 22. Heres my question. Do I need an Indian police report?

My confusion comes from this sentence -

*Each Applicant aged 16 years or over is required to submit a police certificate from the police authorities of each locality of the 1. country of the applicant's nationality or 2. current residence where the applicant has resided for at least six months since attaining the age of 16.*

India is neither my country of nationality (1) nor my current residence(2). So a) is not applicable.

So does that mean that I would only need to get an Indian police report if I'd resided for at least one year, as per b ) above?

Ugh my head hurts ... anyone help?

You do not need one from India, you need to be resident in foreign country for 1 year or more.

Is now a US Citizen immigration completed Jan 12, 2012.
